I have made good experiences with the free widget menu application Amnesty, which also enables widgets under Panther (Mac OS X 10.3).

Note: Slower Macintoshes may experience faster system performance with Dashboard disabled. This can be done most easily by installation of the DashOnOff preference pane.

To turn Dashboard off:

defaults write com.apple.dashboard mcx-disabled -boolean YES 

To turn Dashboard on:

defaults write com.apple.dashboard mcx-disabled -boolean NO 

You have to restart the Dock after making either change for it to take effect:

killall Dock
